FSWP & CEC draws to resume in July & offer Open Work Permit to PGWP holders: IRCC Resumes Express Entry and Citizenship Applications for PGWP Holders Canada’s Citizenship and Immigration Minister, Ahmed Hussain, has announced that the government will be resuming the processing of both Federal Skilled Worker Program (FSWP) and Canadian Experience Class (CEC) applications made by those with Permanent Resident Visas (PRVs). This comes as good news to many skilled individuals living in Canada on the Post-Graduation Work Permit (PGWP) who had been unable to apply due to the temporary suspension of these programs last year.

Canada’s immigration commissioner, Sean Fraser, announced that specific admissions were expected for FSWP and CEC candidates. Several major announcements were made on the IRCC’s proposed open work extension for submission of commencement work permits to PGWP.

Canada resumes applications under Federal Skilled Worker Program (FSWP)

After a one-year hiatus, Canada resumes applications under Federal Skilled Worker Program (FSWP). The last intake of new applicants was on May 4, 2017. Federal Skilled Worker Program (FSWP) is an immigration program that allows skilled professionals to apply for permanent residence in Canada. It will be based on their ability to become economically established in Canada through their work experience, skills, education, & language proficiency.

This program has three streams: Federal Skilled Trades; Canadian Experience Class; and FSWP. Applicants in FSWP must submit an Expression of Interest (EOI), which is used by IRCC to match with suitable candidates from either FSWP or CEC.

Canada resumes applications under the Canadian Experience Class (CEC)

Canadian Experience Class (CEC) allows Canadian employers to recruit top international talent by offering a two-year open work permit to foreign workers who have completed at least one year of full-time skilled work experience in Canada.

To receive an Invitation to Apply, candidates must rank in the top 10% of CEC pools. Earlier today, Citizenship and Immigration Canada announced that applications under CEC will resume starting in July 2022. Also, the program will be updated to include more occupations and changes will be made to some application requirements.

IRCC is also planning on extending eligibility for express entry applicants with job offers from certain companies. To qualify, companies must meet certain criteria such as being part of a provincial or territorial immigration pilot program or having received $5 million or more in government funding over three years from any level of government.

As well, IRCC has committed $10 million over five years towards supporting recruitment efforts targeting potential immigrants with job offers from eligible companies under express entry; these efforts would be led by provincial governments using their funding sources.

Canada announced that it will offer an open work permit to those accepted into Canada’s Provincial Nominee Program (PNP) who are currently holding a Post-Graduation Work Permit (PGWP). Furthermore, the open work permit will be issued for up to three years, after which applicants can apply for Canadian permanent residence under one of Canada’s economic immigration programs.

After receiving their IRCC letter of invitation from CIC, PGWPs must submit their permanent residence application within 90 days if they wish to obtain a Canadian Open Work Permit. The new rule allows them to stay in Canada while they wait for processing times under these programs; PNPs assess candidates based on their potential contribution to local economies.

Canada is restarting its popular two-year express entry program, which allows skilled immigrants to gain a two-year open work permit that would enable them to stay in Canada without applying separately for a work permit. Through IRCC’s Post-Graduation Work Permit (PGWP) program, international students with a valid study permit are eligible to apply for an open work permit from within Canada if they have completed their program of study from a designated learning institution.
