July 12 Draw

On July 12th, IRCC organized a category-based draw focused on the French language. A total of 3,800 candidates received invitations, and the authorities set the minimum Comprehensive Ranking System (CRS) score requirement at 375.

This draw aims to promote linguistic diversity in Canada and encourage French-speaking individuals to contribute to the country’s economy.

July 11 Draw

On July 11th, IRCC conducted an all-program draw, inviting 800 candidates. The minimum CRS score required for these candidates was 505, which notably surpassed the previous week’s category-based selection invitations but fell short of the requirement of 511 in the July 4th draw.

July 4-7 Draws

Between July 4th and 7th, IRCC held draws on four consecutive days, resulting in various invitations:

  • July 4th: An unexpected all-program draw invited 700 candidates with a minimum CRS score of 511. This was the highest CRS score requirement for an all-program draw in 2023.
  • July 5th: The first-ever round of invitations targeting candidates with work experience in select STEM occupations. IRCC invited 500 candidates with a minimum CRS score of 486. The announcement for this draw was made a week in advance.
  • July 6th: A category-based selection draw for healthcare professionals, with 1,500 candidates invited and a CRS cut-off score of 463.
  • July 7th: ITAs were issued to 2,300 candidates with strong French-speaking abilities, requiring a minimum CRS score of 439.

June 27-28 Draws

In late June, IRCC held draws with the following outcomes:

  • June 27th: An all-program draw invited 4,300 candidates, each with a minimum CRS score of 486.
  • June 28th: The first-ever ITAs for category-based selection were issued to 500 candidates with work experience in healthcare occupations. The minimum CRS score required was 476.

Introduction of Category-Based Selection

IRCC has implemented category-based selection after finalizing the relevant categories. This change was made possible by the passage of Bill C-19 in Canada’s parliament, granting the immigration minister the authority to invite economic immigration candidates based on specific attributes. The selected categories, determined through consultations with stakeholders and provincial/territorial governments, include healthcare, STEM professions, trades, transport, agriculture and agri-food, and strong French-language proficiency. Candidates selected under these categories must still fulfill eligibility requirements for an Express Entry program and should strive to achieve a high CRS score, as the system will rank them against each other.

Immigration Targets and Canada’s Workforce

IRCC has set ambitious immigration targets under the Immigration Levels Plan 2023-2025. By the end of 2023, the plan aims to admit 82,880 new permanent residents through Express Entry, with numbers increasing to 109,020 in 2024 and 114,000 by 2025. These targets align with the goal of strengthening Canada’s workforce by welcoming newcomers who can contribute to the country’s economy.
