Express Entry 2023 updates and the glitch affecting candidates During the November 23rd draw of Invitations for Canadian Express Entry, quite a few candidates had received ITAs (Invitations to Apply). It was later discovered that these candidates were ineligible for Express Entry Canada.
This was attributed to a glitch in the IT systems of the IRCC (Immigration. Refugees and Citizenship Canada). The IRCC has confirmed the same to CIC News via email. It has been notified that this issue was faced after the implementation of NOC (National Occupation Classification) 2021.
The glitch in the Canada Express Entry
In the latest Express Entry 2023 updates, it is noted that many individuals were notified that they meet the Minimum Express Entry Criteria (MEC) of the CEC (Canadian Experience Class) in spite of a lack of relevant experience. Some PNP candidates had also received ITAs erroneously. The aforementioned error occurred on 23rd November.

The glitch can be attributed to the synthetic code 93888. This code was initially generated by the IRCC as a workaround. It was done in order to allow some candidates to continue to be evaluated under the old NOC 2016. It is presumed that code 93888 might be responsible for sending out the ITAs to ineligible candidates.
Further probing revealed that candidates having higher CRS scores were erroneously left out of the draw.
Express Entry 2023 updates and the NOC 2021
Express Entry 2023 updates also include- that the IRCC made the transition on November 16th, 2022, from NOC 2016 to NOC 2021. The old system mandated that Canada Express Entry candidates must possess relevant work experience under NOC skill types 0, A or B.
The new system of NOC 2021 puts emphasis on TEER (Training, Education, Experience and Responsibilities). The old 4-digit occupation codes were replaced by new 5-digit codes. Therefore, IRCC has now updated the eligibility criteria for all programs using NOC.

Missed Express Entry 2023 draw
After a long pause of 18 months starting from December 2020, the Express Entry Draw for Canada resumed in July 2022 in the Express Entry 2023 updates. This move was gladly welcomed by thousands of aspirants. Presently the IRCC is inviting candidates every couple of weeks on Wednesdays. The draw timings are 1:00 to 4:00 pm EST.
Furthermore, the draw that was supposed to take place on December 7th did not occur. There have been speculations that this delay might be attributed to the glitch in the IT systems of the Express Entry system. This has led many aspiring candidates to express frustration and disappointment on social media platforms.
However, no confirmation about the same has been received from the Canadian authorities. It should be noted that though the draws have occurred regularly till now, there is no law mandating this frequency. The date of the draws is completely at the discretion of IRCC.
Since July 2022, 11 Canada Express Entry draws have been conducted. The first draw held on July 6th, 2022, invited candidates with CRS scores of 557. The minimum CRS scores for securing invitations have subsequently decreased in each draw and were 491 on November 23rd, 2022.
