Express Entry PNP Draw invited 699 candidates today: Today, in the fifth Express Entry draw of 2023, Immigration, Refugees and Citizenship Canada (IRCC) invited 699 candidates who had a minimum Comprehensive Ranking System (CRS) score of 791.
Only candidates who were in the Provincial Nominee Program were eligible for the draw. It is the third program-specific draw of 2023, following those held on February 1 and February 2. February 1 draw includes the candidates with provincial nomination while the February 2 draw includes the Federal Skilled Worker Program (FSWP).
Express Entry PNP Draw
In 2023, the pattern for Express Entry draws has not been consistent. This is especially with the typical bi-weekly Wednesday schedule observed before the COVID-19 pandemic. Moreover, it is also for the latter half of 2022.
Since the first draw on January 11, there have been significant deviations in the conduct of draws. For instance, the January 11 draw was conducted after an unanticipated six-day pause, which the IRCC suggested was due to an IT system malfunction caused by the implementation of NOC 2021.
The subsequent draw was held on January 18, just a week later. Although the number of ITAs issued was the same as in the previous draw, the CRS score was considerably lower.
Following the expected two-week wait, the IRCC conducted the next draw on February 1. It had a unique criterion for eligibility. Only candidates who had previously received provincial nominations were issued ITAs. And this was the first PNP-only draw since June 2022. All program draws then resumed, having been suspended between January 2021 and July 2022. This was due to the COVID-19 pandemic and border closures.
The subsequent draw on February 2 was also notable. It exclusively invited candidates to the Federal Skilled Worker Program (FSWP). This was unprecedented since the program’s inception in 2015, and the FSWP is one of the most prominent immigration pathways under Express Entry.
Express Entry draws solely at the discretion of the immigration minister and the IRCC. There is no legal provision in the Immigration and Refugee Protection Act dictating when they should occur, how many candidates should be invited, or the minimum CRS cut-off score. The minister may decide to hold daily or less frequent draws depending on Canada’s economic priorities.

Express Entry is an application management system that handles three Canadian immigration programs: the Canadian Experience Class (CEC), the Federal Skilled Worker Program (FSWP), and the Federal Skilled Trades Program (FSTP). Provincial Nominee Program (PNP) candidates in the Express Entry pool are automatically eligible for at least one of these programs. Express Entry operates on a points-based system, the Comprehensive Ranking System (CRS), which assesses and ranks candidates’ profiles. Candidates with the highest scores receive an Invitation to Apply (ITA) and can apply for permanent residency. Following the application, an IRCC officer reviews it and decides whether to approve it. If approved, the candidate becomes a permanent resident of Canada, bringing them one step closer to Canadian citizenship.
