Purpose of Temporary Foreign Workers Program

The Purpose of the Temporary foreign worker’s program (TFWP) and the International Mobility Program (IMP) is below :

OBJECTIVE: The TFWP’s primary objective is to support the Canadian job market. This means that the main purpose is to fill labor shortages within their respective industries. Thus, helping Canadian employers in times of need.

LMIA REQUIREMENT: The Temporary Foreign  Worker Program (TFWP) requires employers to submit an LMIA application. Employment and Social Development Canada (ESDC) is liable for the LMIA, and IRCC is liable for the work permit application.

WORKING BODY: IRCC runs TFWP programs for immigrants jointly with Employment and Social Development Canada (ESDC).

WORK PERMIT: Temporary foreign workers program does not support open work permits. It means candidates who have applied for a job are only allowed to work for one specific employer. 

International Mobility Program 2023

OBJECTIVE: The Objective of this program is to advance Canada’s broader economic, Cultural, and social policy objectives. It is done by allowing foreign workers to come to Canada and work in various fields. 

LMIA REQUIREMENT: The International Mobility Program (IMP) is LMIA-exempt. For IMPs, IRCC is responsible for work permit applications.

WORKING BODY: In this case, IRCC is the only body that leads this program.
